So who is he? He is an eccentric. He goes around and makes deals with people. Often times turning their lives around. Here is the catch, Pinstripes is kinda batshit insane. Willy-Wonka style insane. So he judges people and decided if his deal is true or not. If he deems you unworthy of what you got, he makes sure it bites you in the ass and makes your situation a whole lot worse.
