  ahh i think i got the original idea off of tumblr, with SAI you set your colouring layer to texture watercolour (either A or B, I always fiddle with the settings) and then set layer to "fringe" either 2 or 3 (there are a couple bars you can play with) and it just ends up making that neat texture and effect!
  
  I don't use anything other than SAI though so if you use something else I am unsure how youd emulate it..
