Completed traditional cel of a cute mouse on the beach!
I'm pretty sure she drew it on animation cell "paper" which is basically a transparent sheet of plastic with the character painted on it. It's how old cartoons used to be done. I wish I could find some so I could try it!
OrangeSoiree has it exactly right. This is painted in 2 layers, one on Watercolor paper is the background and the Figure is painted onto a transparent plastic sheet over that. It's how animation cels were made in older animated movies.
