    https://status.weasyl.com/ Shows the answer:

    CloudFlare is apparently disallowing uploads of files greater than approximately one mebibyte. We have filed a ticket and are waiting to hear back from them.

    They've since posted:

    We have transitioned off of CloudFlare for the time being; uploads should be working normally now.

    So just stay tuned for now, or post submissions at a lower quality until you can update 'em if it's still happening.
