This is the theme for Elise from Elancia Chronicles: Order of New Gods.

Although she may not be quite right in the head, and although she seems to have a vast disconnect from reality in general, this good-natured skunk, along with her partner Jericho head up the Thieves Guild in the black market city of Las Lunas, which may or may not be located in southern Kerlynzia.

Although she doesn't, at first, appear to be cut from the same fabric as the charming, scheming Jericho, Elise seems to have a rather manipulative streak buried in all of her silliness, to the point where one has to wonder if she plans for all of her schemes to twist, turn, and cause confusion from the beginning. That darker side of her is well hidden though, and not often seen.
