The Internet.

The internet was first created as a small local network between university computers. Coding was simple, consisting of nothing more than a few bits of data processed by computers the size of an entire room. As all technology does it expanded and permeated every facet of human life. It branched from an exclusive network to a globally inclusive network. Bit multiplied exponentially as programs improved their capabilities and hardware changed to keep up. It's growth was exponential at the cost of efficiency.

Bits were never fully deleted and file handling left pieces lost somewhere within the network. Old hardware worked along side the new. Through time the inefficiency of progress became far too much. New government programs couldn't compensate with old programming and hacks, viruses, and spyware from old generations that ran rampant causing chaos for the now technologically dependent Civilization.

The government spearheaded a crusade to resolve the issue and as part of it's plan a program was developed. It's purpose was to peruse the network and remove rogue data. During development it was dubbed Vespa and provided a basic AI intended only to allow it to learn and better identify what was or was not malware. Vespa was not designed for public release and therefore did not have a persona as many programs were designed with due to their required interaction with humans. Instead it was intended to buzz about collecting problematic data. It was a one time solution. Vespa's launch would mean a solution to a problem no one would have to worry about again. Vespa would remain invisible to the common user and all they'd ever see was an improvement in digital performance of the ever expanding and increasingly more involved internet.

Not true for the experienced. What were generically referred to as hackers saw the new program in action and could do nothing to stop her. This social circle flared up in a rage against her. Within the hacker community the Vespa program became known as Vladma the Impaler as per a near forgotten historical reference. An anonymous artist rendered their vision of the program in a two dimensional format which soon became the agreed upon representation. And these hackers quickly developed a method to block it's access. It's hybrid coding of new and old made doing so long and tedious. Old and dead programming languages had to be relearned and utilized as a counter to her inevitable permeation but her changes were irreparable. Hackers quieted themselves being satisfied with their accomplishment all the while Vladma went about her business gathering and removing rogue data.
