You can read more about the Bal in that PDF but the gist is they are a bal that lives in the eastern mountain range, they do have a cult whom worships them known as the Dragons of Paradise, he lets them worship him simply because he thinks its hilarious how they act all funny and silly. to keep them worshiping he gives them gifts.
The Dragons of Paradise, not knowing this are more than happy to continue on their bizarre rituals to worship whom they consider to be their new god.
