When a planet is under threat or an insurgency needs to be dealt with, the Tolisian Marines and/or Militia call upon the Toleisan OAF-5L1 Light Fighter to bring air support to the combat area. When not providing air support to ground forces or engaging high-altitude threats, the fighter is often used by Marines, Naval, and Militia personnel to keep flight hours up and to ensure that more capable airframes like the OAF-3M2 or OAF-5S5 receive minimal hours. 

Imperial Light and Machine Works (ILMW) was tasked with upgrading and redesigning planetary defense capabilities after previous light fighter versions proved inadequate or too costly in upkeep to keep sufficient numbers, especially in dusty or more austere areas. ILMW, after several design iterations, released the final version shown here. The new fighter was designed for mass production and ease of maintenance. While the redesigned fighter lost the capability of space combat, this was considered acceptable to the Imperial Navy as it allowed more capable airframes to be placed back on orbital ships for offensive use rather than wasting time planetside. Over 25,000 have been built across all planets of the Commonwealth, with enough spare parts to build and sustain over 100,000.

The aircraft was designed to use as many existing parts as possible. The Engines are the same engines used in the OAF-3M2 and OAF-5S5, the cockpit layout mimics the OAF-3M2 with its side-by-side layout, and the performance in atmosphere slots between the multi-role fighter and the aerospace superiority fighter. Firepower is provided by internal and external hardpoints, allowing the aircraft to carry a dizzying array of weaponry, from short-range air-to-air missiles to unguided bombs to the most advanced laser weaponry pods and missile systems, such as the OMM-3S3 "Backbreaker" air-launched antiship missile, the Commonwealth can field. Complimenting this is an omnipurpose offensive/defensive VLS system and a 24mm rotary cannon. A caveat, though, is that some missiles must be carried externally, which can compromise on detectability and evasion.
