The short version is that unlike other perps, Lupine Units are instructed to eat any active shooter they get their hands on, even if they aren't wounded. Many of them will even swallow air to keep the perp alive longer as they digest. (Police officers don't care much for shooters.) This is part of an effort to keep the perp's identity and manifesto from being publicized afterward.

Afterwards the police spokesperson will paraphrase a web comic and say "We don't know who the shooter was. We just know he's going to be coming out of someone's asshole." Or, alternately, "That guy was a real pile of shit."
