Quality has improved in the past years, the jumps just aren't nearly as noticeable. But no, there's no current plans to "make" the quality go up beyond the natural progression of artwork improving as time goes on, as my life situation has altered drastically over the past few years to where my time and focus on this free webcomic have been forcibly lessened in favor of not going broke or hungry or insane from stress. I'm sorry if that disappoints you but I would hope that you'd still be able to enjoy the comic despite quality not obviously changing all of a sudden.

Appendum: I may or may not be looking into Patreon, since that's becoming popular, and if I can get a decent amount of donation per comic page, I would devote more actual time and effort into more than just maintaining a status quo quality-wise, since it would then be a commitment based on others' charity and belief in me and the project.
