Will-O-Wisp are known to lead unwitting victims to becoming lost, and eventually to their death as they feed off their life. The wisp is actually the flame, the creature holding it nothing but a previous victim it uses as a puppet to lure more souls to feed on. When it gets angry, it will channel its cold flames through the puppet.
