A nation the size of South Carolina, split into districts, and urban development has made the whole country artificially structured, even farmland, parks, & forests. Politically, it is an apartheid state like South Africa once was, due to dissidents in the non-human population that attempted a violent coup against the government, and domestic insurgencies from central area districts with large non-human populations. Because of this, the government stripped all non-human citizens of their civil rights and deported them into the newly "quarantined" districts to keep insurgents from getting out and illegal weapons from getting in. And now, the nation faces an arms embargo and numerous sanctions from many non-human dominated countries.
