Thanks! This one was just me playing around with the design a bit, so it was strictly "for fun", no deeper lore here!
The orange stripes were something I added back in the day because the plain black and white were just too... monochrome? I also wanted to set him apart from other skunk characters.
However, adding the stripe along with the transformation has led to a LOT of people who, despite them both wearing the same exact clothes, having the same personality, same fetishes, and even both being called by their proper name "Dominic Mephitto" with some frequency, didn't know that Skunk Boy and the Great Horned Skunkdog are the same guy! Then again, regular customers at work need only take off their glasses or wear a hat to make me not recognize them sometimes, so maybe I'm not one to talk...

Agreed David Tennant played it well and I think had better story lines, my sons definitely prefer him and Tom Baker, I think the age you are when they first air has a lot to do with it and the old episodes look very dated now. I still remember being 9 when Jon Pertwee was facing the green death, being a little more scared than I wanted to admit but glued to every episode. K9 was also a favorite also in the Sarah Jane adventures.
