This is a character for an upcoming story. A custom Veemon is obviously a Veemon with different colors. Penelope is a babyfur model, as you can probably tell by this oddly adult like shot. I won't tell you too much about the story now, but it does involve corporations run by Babyfurs and one of them happens to be an adorable dinosaur who writes parodies and has over 300 pictures.
