Vulpes Chimeras were originally designed as pets and playthings. While sex slavery has been clamped down on in recent years to insure the health and safety of the Vulpes Chimeras, it isn't illegal. It is unusual to find Vulpes Chimeras working outside entertainment roles, but not unheard of.
This Vulpes is using a laser electrical stun gun. This is the standard weapon used by Chimera security guards. It is non lethal (or at least less than lethal), effective, and lightweight. It does have certain draw backs. It takes a long time to charge, it gets hot very quickly, it ionized the air and makes a distinctive ozone smell when fired (which can give headaches to Moreaus who have a very good sense of smell), and they can cause eye damage to unprotected users and bystanders.
More powerful weapons are available, but Chimeras are seldom trusted with lethal weapons, be they kinetic projectile weapons or energy weapons.
You will also note that this Vulpes has open toe boots. This is because his toes (like his fingers) have retractable claws, which are fearsome weapons in their own right. These natural weapons have led to Chimeras developing their own style of hand to hand combat. Open hand strikes and kicks are very common when Chimeras brawl. Trained fighters use kicks as frequently as hand strikes, like the ancient combat arts of Savate and Defense dans la Rue.

In all honesty, I think that's fascinating to watch. You can see the electricity tensing every muscle in his body, then as soon as the current is cut, he collapses. I mean look at him, he turns into a statue as soon as it starts!
