I dunno, maybe I'll end up using him for D&D 5e one day, but many of the high-quality homebrews I can find for non-anthro cat races have the assumption that it's a former cat awakened to higher intelligence baked into it mechanically. That is, if it's caught in an anti-magic field, it might revert to animal intelligence temporarily, which makes sense for an awakened cat, but not for Basil. If anything, an anti-magic field should temporarily make him human again.
