This is the High King of the Jackalopes from the Notalope Garden area in Arasthe. He wears a hat and his shoes to make himself taller than all his subjects but even with his hat he only just barely comes up to the Notalope's elbow...

Thus starts a few little stories of trying to get rid of his taller rival I might mess with sometime :)
