The blubber rafts were over by the main gate to the river that day instead of going to the viewing area, eating what was supposed to be their food for the winter. They are locked away in a fenced off spot when the gates to the river are open for the wild manatees so that they do not leave and get killed. Its sad really, but it is for their own safety.
