The situation behind this one is something similar to that toons where the toonist starts to make fun and mess around with the characters XD

I've always heard so many people saying Lucario seems to be wearing shorts, briefs, undies or something like that lol So this is just what it's about! Look Lucario, now you're really wearing briefs and uh oh, how cute briefs buddy XD
