Yeah, a lot of them even. They think it's just fluff around its middle and that the tail is separate. I found out when I tried looking up Purugly screencaps and had to sift through a lot of fanart.

But all save one or two of the pokedex entries clearly say it binds its body with its tail to look bigger.
