Candler hasn't killed anyone since he killed Zed's sister. And then, he was only responsible for her death, not the one who did the deed.

He's killed people before, but not really a lot. Most of his "murders" have been a matter of... being forced to do it by others, or looking the other way.

The only other person he killed by asphyxiation though, was the man who sexually abused him as a teenager.

So you know. It's a little overwhelming emotionally for him to throttle two people to death. And he certainly can't let Zed know he kills people, even if they were people who did very bad things.
