An experiment created by Team Rocket, Chase is a mixture of genetics spliced together from different Pokemon in order to create an intelligent creature with limited weaknesses and incredible power, yet capable of being programmed and controlled, unlike other experiments in the past. Successfully, Chase was brought to life at the physical and mental age of 24 even though he's technically only a year old. His entire life pre-programmed into his mind and his records faked, Chase is none the wiser, although some Pokemon have been known to sense his likeness to their own as a member of their race.

With his conscience written by the organization, Chase is a merciless Pokemon Hunter rivaled only by the infamous J, whom he admires. When working for Team Rocket, Chase's appearance is disguised by armor specially designed for him by Rocket scientists. Chase is classified as a Field Executive and is capable of leading multiple teams on missions of merit; however, he often works alone, using gadgets and a team of Pokemon he has selectively captured and trained.

When not in service, Chase lives comfortably with a moderate salary in a metropolis where he also serves as a Pokemon League Gym Leader - a personal hobby. There, Chase is active in the community, providing breeding and training classes to amateur and veteran trainers alike. Chase's personality changes based upon the nature of his environment. While serving Team Rocket, he is cold and efficient; however, outside of this life, he is confident, hospitable and easy-going, albeit somewhat smug to those who challenge him to battle and freely banters with friends and strangers.
