So, for Vladislav I have to go a bit further back to explain him.
The species of Vladislav have existed for a long time, long before the devil horn superstition started, which is why they weren't treated any different then others. Unlike the others, the horns aren't a deformation but are actually normal in his species. His species is also highly intelligent and have very precise and excellent motor skills, which often led them to having jobs in the medical field.
However, after the devil horn superstitions started people began to treat his species differently and they were almost outcast There was just one thing that kept that from happening. To this time, many things changed in the country and there actually were barely any doctors anymore or people who had medical knowledge (the government went a bit too extreme with wanting to control people and almost noticed it too late). So with this turn of events, the species of Vladislav got a new job, they secretly became teachers for new doctors and were given the ugly role of executioners and torturers because of their vast knowledge of anatomy and because nobody else wanted to dirty their hands, so why not use a species that is seen as touched by the devil, it is only fitting.

Centuries later Vladislav was born and like many before him was trained in surgery, anatomy and all kinds of medical information. Vladislav often accompanied his father to his executions or his torture sessions, as he had to learn first hand how to do it. Through the years Vladislav saw horrible things, and while others before him were able to accept their fate he just couldn't. The day came where he should have had his first execution and when he was standing on the scaffold, his father presented to him the family scythe which has been passed down for generations. Vladislav took the scythe in his hand, positioned himself over the person he should execute and.....just couldn't do it. He fell to the floor and begged his father for forgiveness and told him that he can't live this kind of life, he has witnessed too many innocent people being hurt and killed and he will never support such a broken system. Of course his father got enraged and yelled at him that what he is saying would get him killed. But, Vladislav didn't care, he said he'd rather die then be nothing but a puppet.
At this moment the person who should have been executed, looked up to Vladislav and said, that if he really means what he just said, then they both can escape from here together and try to change the world they both hate so much. While Vladislav was unsure for a moment, he took the scythe, spread his wings and flew away with the almost executed, who turned out to be Jango.

Vladislav is insecure, quiet and anxious, but when somebody needs his doctors skills all of these traits will disappear and he is fully committed to his work.
Weapon of choice his the scythe that once belonged to his father. He still needs training to use it effectively but he can wield it good enough to do serious damage.
