How do you pull off this kind of background? I'd love to get some tips on this (seeing how cruddy I am with them.)

First, get an idea of where you want the setting to take place. DJ is an emperor, so I automatically could do something classy. Castle dining rooms seemed the best idea and adds context.
Second, make a rough sketch of what everything you want to have in there.
Third, work on coloring in everything you got. It's a good idea to color everything in the same style, so that there's unity.
Takes practice so get to it.
