This is Flowey, a not-so-nice character from the PC RPG Undertale.

I've unfortunately had to spoil a good chunk of this game in looking up sprites for it and all that jazz, though the one run-in I had with him..her? was not really all that pleasant. This sprite in particular I'm sort of proud of- it's the first one I've actually custom colored on my own from scratch. :D
