Back to Weasyl (help)

I have no idea how to use weasyl I keep trying to come here from FA but i dont get Weasyl aswell? how should i upload things? if i have 20 pieces of a character should i use make a character ? I basically have no idea what im doing ? whats the difference between adding and following people?
