Marlot and Trembor was Investigators for the city who look into cases where bodies are left to go to waste. When Arcas' vice president is found dead in her home, with her ID on her person, this becomes their case and they need to find her killer and force him or her to pay the tax on her death.

In the middle of that Marlot tries to overcome small minded ideas that were forced into his head while growing up so he and Trembor can take their relationship to the next
