The perpetrator was, in fact, an overenthusiastic scout from Namakata. The scout has been disciplined and the plane's owner compensated for the duress caused by the scout's joy ride.

While at one time, we at Namakata looked into obtaining an air force, we would never steal planes. We would have paid for them. That plan was moth balled with the "death" of Usenet and the supposed end of the war.
