Setting: Modern

Wanda hasn't been around for a long time. While she and her friends were engaging in some urban exploration, in a recently abandoned house in the middle of nowhere, a ceiling light and lots of ceiling debris was enough to kill her dainty body. She stayed bound to her place of death as a ghost, unable to accept death or escape the house. After several years of ruin, the land was bought and renovated significantly, and the remnants of this house were expanded to co-ed dorm on a college campus, Kitakoya University. After that, she got to see what modern college teens her age were like, as an unseen observer.

One day, however, some got curious about the supernatural. One successful ouija board session after another allowed her to start communicating with the students, and then something miraculous happened! A student dabbling in some dubious rituals actually found one that revealed any spirits in the building, giving them the ability to see Wanda with their own eyes. Finally, Wanda had friends, albeit ones that come and go every few years.

And so, Wanda has become somewhat of a mascot for the school, right down to their football team being rebranded as the Sizzling Specters. Since the dorm is connected to the school, she has a lot more room to explore, though she has agreed to not interrupt the classes with her curiosity. She's friendly, sometimes clever, and often misguided, due to her very loose grasp of current society.

When it comes to the ghost stuff, Wanda is sort of like a nice poltergeist, able to touch living creatures but pass through inorganic things. She's said to feel like a soft smoky human, mildly transparent and letting off a cold aura. She can also only be seen by living things, so she is completely invisible to cameras. Part of the college experience is seeing the ghost for yourself.
