Flimsy is a talking seagull. Talking seagulls are such a novelty that he can land on a boat & people treat him like some sorta whimsical visitor from the start of a family movie. He makes his living waiting for the people on the boats to go to bed or relax, then he steals their wallets, goodies, yacht furniture.
