The head scientist of Team Ignis, who studied the energy pokemon used for evolution, and ended up creating an artificial energy. Said energy however was painful to the pokemon, and didn't last long before the pokemon de-evolved. Eventually an experiment would prove successful, however, that experiment was also the downfall of Team Ignis.
