tech info: cogy has a set of 18 extendable arms in his upper casing under the collar and all the grey hexagonal panels have several tools in them that can be interchanged with his standard manipulators.

back story: cogy here is the descendant of the experimental daleks that were given human qualities by the dalek empire to see how useful they were, not surprisingly the mindless drones the daleks were saw them as a weakness and tried to kill all the experiments but a bunch of them fought back and actually proved to be much better coordinated as they backed each other up and killed many standard daleks, they then escaped and had declared war on the unevolved monsters, over time they tried forming alliances with other races to give them an advantage over the "pure" daleks and this proves to give them a great advantage that the others never saw and float out refused to accept, they set up stations around planets that were part of their alliances and provided protection wile they provided materials from their planet. cogy here was working on a dimensional converter and he was pulled from his universe into ours, floating in space looking for a planet to land on. but as he flew through space he was picked up by my (future) timelord hybrid and they became great friends.
