She's kind of like Pokémon personification of Grumpy Cat meets Mandy from "The Grim Adventures of Billy and Mandy". She's a cold(lolpun), calculating, emotionless sociopath, who believes the only way to keep her world from destroying itself is to rule it with an iron fist. She prefers to stay hidden from the public for the most part, and let her lackey/fall-guy; a certain bearded, gold-vest-wearing Pikachu you might recognize from one of my earlier drawings; soak up all the media attention for her.
