Names are not server-limited as far as I know or have been told. If someone on ANY server has "Tiikay" for a name, you cant use it unless you give it/make a 2nd name. Name creating is the hardest and most annoying thing in the game to me, specially when your "perfect name" or name you think no one would think of using are taken already.
