This is Utamaru, the dragon demon!
She is another character in the Shizuka's story, he meets her much later in his journey. Utamaru being a protagonist in the story.

As a dragon demon, she is quite stronger in power than most other demons! She also is one of the oldest known demons, so this adds to her strength, though Utamaru is rarely encountered.
She is also left handed, so that arm is her sword arm! And each of her three swords have their own seperate powers.
Just a few points on her outfit is that the cape only covers her left arm, not her entire back. Her right sleeve is loose, but the left one is tucked inside her glove. Her armor is also very strong, since it is made of ancient dragon scales, so the gauntlet on her right arm she uses in battle as a shield.

She does have a dragon's tail whenever she is in her human form, but she can transform into a eastern dragon.
