The center of the Tolesian Civilization on Arazi, Kalava (Tolesian for a pearl-like thing), has grown from a territorial outpost and neutral ground for the Tolesians to a dense hub of Tolesian diplomatic, technological, and military prowess. Given its nature as the primary hub for Tolesian diplomatic missions to the various nations on Arazi, the city's economy is surprisingly diverse, with xenotourism, local resource extraction and refining, farming, research and development, and small-scale consumer goods manufacturing being the some of the many industries. 


Kalava's design itself was done in such a way as to maximize liveable area, densify and institute transit to minimize the need for space-draining cars and their infrastructure. Additional goals were to reduce environmental damage, maximize defensive capabilities, and grant enough space for the Commonwealth Marine Corps to conduct peacekeeping, protection, and other activities. 


Kavala's utilities are, as with almost all Tolesian Commonwealth utilities, provided by the Tolesian Commission on Planetary Development and Colonization. The city's water is collected from either deep Artesian wells or desalinated. Electricity is mainly an evolution from earlier renewable systems with solar, wind, tidal, and ocean thermal energy conversion. Advanced batteries in all buildings and dedicated battery compounds are used to help manage the grid. The most famous icons are Sholeh 1 and 2, large updraft towers doubling as specialty farming areas for various fruiting plants. 


Camp Grashe is the main base in Kavala, providing both civilian and military traffic to and from the numerous embassies and off-world. Given its importance, additional defensive towers were placed around it. These defensive towers serve not only as shelters in the event of attack but as fixed air defense emplacements that guard the city. They also double as entrances to the Kavalan Tunnel system, an extensive network of tunnels that double as additional housing, commercial spaces, and the metro system. Supplemental metro access can also be found in certain buildings and other transit stops, creating a highly integrated transit system for the city.


Given Tolesian desire to minimize outside contact to prevent the leaking of technology, there is very little trade done in the harbor. Therefore most activity is either military or recreational, with sailing, fishing (purely catch and release), yachting, and other daily activities among Tolesian military and civil personnel. Enforcement of access is done by the Kavalan militia, which also conducts all law enforcement activities.


While Tolesians are the only legally allowed inhabitants in most of the Kalava, foreign relations are also conducted here with some of the Kumlarin states. The city was granted permission to set up a Kumlarin-only district to facilitate this. The Kumlarin district is one of the most popular attractions in the area, with its perpetual Expo-like atmosphere while housing several embassies of the remaining Kumlarin states. Additionally, native kumlarin wildlife is also sought after by tourists, creating the need for a zoo in the city.


Kalava is a city that serves as the door to the Commonwealth for Arazi. Its importance to the Tolesians cannot be overstated; they will fiercely defend it.
