Different substances cause different highs. I don't know what Stein and Angel have taken here. Maybe they've just been listening to some awesome music. By the way, this drawing was inspired by The Flaming Lips' album, "Embryonic". It is a KICKASS album. Look at this drawing while listening to the track, "Silver Trembling Hands", right at the moment where "when she's HIIIGH" plays. That's pretty much what this drawing is depicting.
