Celsa is a town sited upon the lip of a terraced, curved reach of the River Ebro. Due to it's strategic location, the Emperor has assigned a construction battalion composed of Cynophalites from the Order of Reprobus to maintain and guard the three converging Viae roads and docks along the river. The upright canids with man like features have a small outlying district to house them and their families.

In spite of the peace of the Emperor and bustling commerce, various branches of Celsa's ruling family are said to be an antagonistic lot. Constantly vying for influence among themselves. A few decades ago, the town's administrative title, Prefect of Cesla, passed on to a minor member of that family, a man by the name Severnous Cunctator. A former captain of a river boat who had amassed a fortune transporting goods by sail and float barge.

By most accounts, he was described as tight lipped in expression and embraced brevity for his public orations, but supervised the town in a sagely manner. Interestingly, his only assistant was a Cynophalite. A white and black erect eared female with features resembling a herding dog.

Sadly, the captain of this land based vessel had a rebellious crew in the form of his own family, many of whom openly contested his rule. One year, tragedy struck. A boat carrying his assistant overturned in a storm, drowning crew and Cynophalite. Like a man grieving at the loss of a close family member, he ordered the recovered canid body be entombed in a plot of reserved land outside the town. Much to the anger of his family, even though he financed the construction out of his own funds.

Shortly afterwards, a mysterious illness struck Severnous. Before passing on, he abdicated his Will and handed over instructions to the Order of Reprobus on where to build and place his tomb. His final words were said to have been, "Only One has possessed the virtues of Trust and Fidelity. No one in my family has those qualities."

To this day, upon the Viae West road, a few hours walk from Cesla, there lies a cemetery to the right side of the road. Various impressive monuments in varying styles of tombs honoring merchants, families of wealthy means and the clan ruling Cesla.

On the left side of the road, sheltered by a small grove of elms, lies two simple oblong tombs. Side by side. Flat roofed with simple, flute lip ornamentation. The only reliefs are simple portraits. The larger tomb's relief is a portrait of a man in ceremonial robe. No name graces this tomb. The smaller tomb's relief is a canid of semi erect ears.

Below the relief of a dog faced cynophalite, are carved the only words:

Esto mihi speculum,

et gladius et scutum
