Zephyr is a young Lugia, hence his small appearance in comparison to the one in, say, the second Pokemon film or even the one in the series. He's also fuzzy. I like fuzzy. I think I mentioned this before. Also, I changed his feeties again to be more avian in nature. Fuzzy on top, scaly on the bottom.
