So I've been watching "Twitch Plays Pokemon" play Pokemon Stadium 2 for a few days now and last night the red team had a Goldeen as their first Pokemon.

Everyone was on Horn Drill. First use. It hit. Second use, it missed. Third use, it hit. Fourth use, it hit. Yeah. 3/4 hits is pretty good. Needless to say that was one of the quickest battles I've seen.
