So remember how Evan was an officer for S.T.A.R.S? well he was neglected and pushed around within the force and not respected amongst the people of his city that he served. Poor guy, you would think he'd seek a resolution to a happy ending ja? :D Well no, he snapped and had a hunger for power that way he could force people into doing what he wanted with no reprehends... he willingly turned himself over to the Umbrella experiments, they promised him that power... but they never told him he'd likely die in the process and become a mind-washed killing machine :o
