I used paint tool sai for the lineart which is still raster instead of vector but it allows me to clean up the lines with what I have right now. and I can use livetrace later on to actually have it for the tshirt if needed.

The different colors are for clarity and the sections, they are all be one color for the tshirt print. Either for the lines: black, white, or red on a background of the same choices but different colors.
