The character is Piko and he's an anago or eel boy. That tail is his. He loves to carry around his stuffed frog named King Kero Kero. If he isn't with it then he's wearing something frog themed. If it's his older form it's usually a necklace... if it's his younger form then he'd be in a frog costume or Kigurumi.
