Popple the Shadow Thief from Mario & Luigi Superstar Saga. He's sitting atop a barrel of Chuckola Reserve and drinking some of it, which he successfully stole. He and Rookie really made a hilarious tag team! I have to admit, Popple is one of my favorite characters from the Mario series, and I wish there was more fanart of him. x)

And yes, I love to draw characters in overly fancy outfits sometimes without a reason.
