The Elco Class Patrol Ship was originally designed for use by the Belt Alliance in the Sol System, but was later used by EarthForce during the Dilgar War and later in the Earth-Minbari War to scout the outskirts on Earth held colonies.

For extra structural support, but also to attach external payloads if need be.

Makes sense... personally, I try to design with as much mass centralization as possible, to permit the fastest possible rotation around center of mass for the main drive. Although an open frame like that allows clamp-on modules very well.
