As far as anyone in Viridian City was aware Hikaru Shio was merely a foreigner with little knowledge of Kanto’s culture or tradition who happened to be teaching courses on speed and agility at the Pokémon Combat Academy. The same applied for her two daughters Neoma and Sakura who were students at the academy. Any surprising skills or strength the trio of greninja ladies demonstrated could be explained by their species (since greninja’s were kind of expected to be ninjas in some fashion) or because they were talented enough to be studying/teaching at the famous PCA. Thanks to this nobody even had the faintest idea that the three were actually ninja’s on long term assignment.

They were to be away from the village for a long while on this mission, so it was fortunate the academy provided them a good long term cover story for however long it might take. In the meantime they were still “on duty” meaning that if the village had any mission that might involve Viridian city come up they would be contacted to handle it… which is why Hikaru wasn’t too surprised when the messenger pidgey carrying a scroll arrived at the house where she and her daughters were staying. If anything as she read the message from the clan head with her daughters Hikaru found the simple assignment they’d been given a pleasant surprise.

It was a basic reconnaissance and information gathering mission for the trio to perform. A wealthy industrialist had bought land near the village’s traditional home and training grounds. The mon was apparently planning to set up factories on it so the clan head and village elders were looking into finding out more info about their new “Neighbor” even if they had no reason to suspect anything bad about him. And, since the industrialist’s mansion was situated in Viridian city, it fell on Hikaru and her daughters to gather as much information (and if possible blackmail material) on this figure as they could. The village was hoping to avoid having to deal and negotiate with this mon but if it did come to that they wanted to be as informed, as well as have a few aces up their sleeves, as possible.

Unfortunately even a cursory, casual look at the industrialist’s mansion as pedestrians on the street confirmed that the job wouldn’t be as easy as the kunoichi would have hoped. Back in the old days it was easy for a talented ninja to sneak into a castle, even a fortified and guarded one, under the cover of darkness and silently hide while listening and observing the inhabitants. Gleaning as much information as possible before making his or her escape with no-one knowing the ninja was even there. Unfortunately it just wasn’t that dark in the city and modern security cameras never dozed off as easily as guards could. Moreover, with the mansion located in plain view of a busy street, they ran the risk of being noticed even in the dead of night on top of any security systems or guards.

Then there was hiding and spying on the occupants. Casually passing by the mansion a few times a day (individually so as not to raise suspicion) showed that the industrialist was constantly receiving guests and the place was always active. The greninjas knew for a fact that there were limited places one could hide in modern dwellings for any length of time without being notice and an active, busy household cut those hiding places down even further. Combined with the difficulty of getting out even if one of them managed to get in and go undetected made a frontal approach to this mission impossible, but they were ninjas and therefore prepared with more than a few plan B’s…

One of which Hikaru had come up with after noticing a recurring vulnerability in the mansions defense that could provide them with a large amount of information about the Industrialist and his family in a short amount of time… but she was hesitant to use it since exploiting it would require bringing in an outsider to unwittingly aid them. After a brief consultation with her daughters to go over the info they had the decision was made. Lacking any better or immediate option the family of kunoichi set about making preparations for the mission… as Neoma arranged to have their unsuspecting “Helper” visit them on that day under the pretense of hanging out.
