Bill Badger, Rupert Bear's best friend, has an annoying little brother named Tobey. He often wears a purple shirt with purple shorts, however, he developed a new interest recently. He began taking off both his shirt and his shorts and just crawling around in his diaper. It's unknown why, though it really pisses off Bill. He can often be heard yelling "TOBEY! STOP TAKING OFF YOUR CLOTHES!" at the top of his lungs.
