Decimus is the primary antagonist of "Shield of Art". After a bully drew a mean picture of him, he vowed to destroy all forms of art. He organized a group dedicated to destroying art, that took power when the land fell into a depression. There, he began outlawing art, sending those who continued it to re-education centers and killing those who continued to do so. He eventually found the bully and imprisoned him for life. Despite the fear he has driven, many still oppose him, all wanting his head on a stick. And yes, he's wearing a red diaper cover.
