This is the Titular character from the old Comic series, Baby Snoots. This honestly is not one of my best works, as you can see.

There were two scenes in the comics that were enjoyable to me. The First was during a dream segment where Snoots diaper was used as a Flag of Surrender, leaving Snoots to cover himself with some leaves. The other was when his safety pin was used as a fish hook, leaving his diaper without any suspension and once again Snoots covered himself with leaves.
