This is the Diaper God from one of my stories. In order to summon him, a row of diapered creatures must remove their diapers to show they have nothing to hide. Then the God is summoned, wearing a massive diaper of his own. He then sits down on the summoners and they are absorbed into his padding, which is believed to be a utopia full of comfort and padding.

Also, those strange creases on his diaper are my poor attempts to make it crinkly.
